Subscription/Hybrid journals:
1. Reviewer 1: minor revision.
2. Reviewer 2: major revision.
Editorial decision: major revision or rejection.

Open access journals (not all, but most):
1. Reviewer 1: reject.
2. Reviewer 2: reject.
Editor: revision.
Result: acceptance.

It seems that in open access journals, where the average APC is around $2000, peer review is becoming more of a formality than a scientific necessity.”
